Achievement & Progress
As always stated, the State Budget for School Education could barely meet the need of the Department for salary component with few other necessities. As such SSA Mission with its interventions serves a great purpose in the process of various development of the state in the field of Education. Ø Provides a good ground for enhancing the knowledge of the teachers to fit themselves in the contemporary world by providing Academic support through 20 day, 30 day and 60 day training. Ø Infrastructural gap has been bridged to the best possible extent. It is planned this year that all Civil Works will be completed by June 2007. This is a great achievement. Detail activities under Civil Work are dealt with in a separate chapter. Ø SSA provides access to many accessless habitation as a strive towards UEE and enrolled dropouts and never enrolled to School and School like Institutions through the intervention of Alternative of Schooling. Intervention-Wise Achievement against the Approved Plan for 2006-07 is highlighted below: 1. New School – 105 EGS Centre were Upgraded to Primary Schools with two teachers each as approved. 63 New Upper Primary Schools were opened by way of upgrading the existing Primary Schools with one Additional Teacher each. These 168 New Schools were provided with all infrastructural requirements like Building, Toilet, Water facilities etc as approved. 2. Block Resource Centres : All the 22 Block Resource Centres sanctioned were constructed and made functional. Training Calendars and programme of activities are per approved by the District authorities. Fund allotted for the same (Rs 200.90 lakhs) has been utilized purposefully. 3. Free Text Book : There has been a lot of development in this particular intervention during the year 2006-07. As already mentioned in the previous year, the cost of text book which could not be met through Rs.150per child as per SSA norms. After a series of discussion with Education Department officials and MBSE, decision was made that the textbooks will be procured directly from the publisher. As a result the Price of textbooks was reduced as detail seen in Executive Summary at Chapter-I and the Mission can procure more no. of textbooks for the children. Fund approved and Sanction for this purpose was Rs.295.05 lakhs for the benefit of 197376 School Children Procurement of textbooks was done at the State Level which are disbursed to the BRC & CRCs through District authorities. APRs, Vouchers and register for the same are strictly maintained at all level from State Level to School level. |
4. Innovative Activities: (1) ECCE : The approved amount of Rs 72.9 lakhs was utilized for continuation of 303 ECCE centres which has been started last year without opening fresh centres. ECCE centres serves a great deal in catering the requirement of school readiness programme. It also enlightened the existing Anganwadi workers in the way of preparing the children for school readiness programme. As discussed in the Inter Departmental Coordination Committee, the ECCE centres are provided with the nutritional supports provided in anganwadi centres. (2) Girls Education: There are 14 girls hostel run under the intervention. Besides community sensitization programme is taken up in certain district like Saiha, Lawngtlai and Lunglei where enrolment of girls is lower in comparision with the other district. The approved fund for this intervention (Rs 82.50 lakhs) has been utilized meaningfully. (3) SC/ST Education: A good number of sports academy were continued with some fresh centres. These centres were evaluated during 20th to 23rd February, 2007, where the concerned state level association of different disciplines assessed and evaluated the academy, their observation and comments will be taken into account for the further development of the academy. (4) Computer Aided Learning: As suggested by the Appraisal Team, Hard Spot Identification in English, Mathematics, Science and Social Studies were conducted in collaboration with Mizoram Middle School Teachers Association who identified the lesson where Computer Aided Learning is required. The private company engaged for Cal (ACES Infotech Pvt. Ltd.) prepared a software for these lesson which are being in used effectively. 5. Intervention FOR Out of School Children: EGS both UPS and P/S were opened and sanctioned with two teachers/volunteers each. Most of these EGS centres were run by village council. However, in a village/habitation, the volunteers were chosen and selected by the Village Education Committee and were approved by the concerned SDEO. The new EGS centres sanctioned (55 P/S level and 57 UPS level) were opened and made fully functional. Fund approved for this intervention has been purposefully utilized to the maximum utility. 6. IED: State level workshop on IED was organized where resource persons from EdCIL gave very enlightening and eyes opening interaction with the state level, district level and block level functionaries and has a good deal of interaction with the newly recruited Special Educators. These trainees in turn gave similar down the line training to the VEC level which proves to be very fruitful. Most of the VECs are now aware of the need of imparting education to the disabled children in one way or the other. 7. Maintenance GranT and School Grant: As suggested in the last appraisal and PAB the state prepared guidelines for implementation of school grant and building maintenance grant. 60 percent of the existing schools were made barrier free through this intervention by replacing or re-enforcing the door of their classrooms. Funds for these expenditure goes directly to the VEC from district office. |
8. community mobilisation: Aizawl, Lunglei, Mamit, Champhai and Kolasib organized community mobilization campaign where at least 20-50 villagers selected by the VEC attended a two days orientation programme. Background of SSA and the different interventions, role of voluntary organization and VEC, IED etc. were taught by Master Trainers. 9. teachers training: BRC & CRC are fully functional where a faculty of Master Tainers, RPs, BRCCs and CRCCs and personels from DIETs gave 20 days training.
